A Spring Valley man was charged with driving while intoxicated yesterday. Omar Velaquez-Rangel, 25, was stopped by sheriff’s deputies for driving erratically down Route 59 in Spring Valley and was found to be intoxicated, the county Sheriff’s Department said.
